Utility Pole on Walnut Street in November

This photo of a utility pole was taken on a November day on North Walnut Street in Dallastown, Pennsylvania.

I’m told the the units with the red “caps” are breakers, allowing the power to be more easily disconnected.

The fuzzy-looking things might dissipate static, but I don’t know that for sure.
